Fiscal Year 2024 Budget Period Progress Report Noncompeting Continuation for June 1 Budget Period Starts

HRSA released the fiscal year (FY) 2024 Budget Period Progress Report (BPR) Non-Competing Continuation (5-H80-24-006) for Health Center Program award recipients with a June 1 budget period start date. These award recipients have a BPR submission available for completion in EHBs with a deadline of 5:00 p.m. ET on Friday, December 29.

New 2023 Uniform Data System Training for Primary Care Associations and Health Center Controlled Networks

Our upcoming TA webinar for staff at Primary Care Associations (PCAs) and Health Center Controlled Networks (HCCNs) will help them understand how to support 2023 Uniform Data System (UDS) reporting. We will address UDS basics, resources, and common questions. Then, peers from PCAs and HCCNs will share how they have successfully supported health centers in completing UDS reports.

Federal Tort Claims Act Assessment Removed from Operational Site Visit

HRSA has discontinued the Federal Tort Claims Act (FTCA) assessment in the FTCA Deeming Requirements section of the Site Visit Protocol (SVP). During your Operational Site Visit (OSV), you will not need to provide documentation related to that section of the SVP.

All FTCA-deemed health centers must comply with FTCA program requirements (find information and resources on our website). We will continue to assess that compliance through the FTCA deeming and re-deeming processes and through FTCA-specific site visits. Send questions via the BPHC Contact Form.

Policy Tip: OSV Process

The name or title of a required OSV document may differ from that specified in the SVP. Health centers have discretion in how they name or title their documentation. The HRSA site visit team reviews documents to assess compliance with the program requirements. Compliance determinations are based on the content, not the title.

New Value-Based Care Tools

The National Association of Community Health Centers (NACHC) posted the Health Center Value-Based Care Glidepath (PDF), which provides a roadmap for a health center's transition to value-based care. This CDC-funded resource outlines key actions for consideration during three critical phases of transition: planning, implementing, and optimizing. See NACHC’s Value Transformation Framework website for additional resources developed by their Quality Center.


HRSA’s October Roundup

HRSA leaders participated in an HHS Maternal Outcomes Matter Shower (M.O.M.S) Tour Stop in Chicago, joined the Hispanic Association of Colleges and Universities Annual Conference, received the People's Choice Award at the 2023 Samuel J. Heyman Service to America Medals Awards ceremony for the Rural Communities Opioid Response Program, presented to the National Association of Counties on maternal and infant health, released 2022 National Survey of Children’s Health data, and observed National Latinx HIV/AIDS Awareness Day. Issue Brief: HHS is Taking Action to Strengthen Primary Care

Read a recent issue brief (PDF) that outlines the critical actions HHS has taken, and the future work planned, to ensure access to affordable, whole-person primary health care across the country.

HHS also expressed its commitment and highlighted its actions to strengthen primary care in a recent article in NAM Perspectives. With these publications, HHS aims to share our department-wide efforts to strengthen primary care and spark aligned actions from federal partners and external stakeholders.

FY 2024 Regional AIDS Education and Training Centers Program Notice of Funding Opportunity

The AIDS Education and Training Centers (AETC) Program consists of a network of HIV experts who collectively work to increase and support a workforce to provide care and treatment to people with or at risk of HIV. Funding under this Notice of Funding Opportunity will support eight regional AETCs. Each will provide training and TA to health care teams and organizations. Building a Resilient & Trauma-Informed Workforce Fact Sheet

​A new fact sheet from the STAR² Center asks, “What does it mean to be trauma-informed?;" explains the concept of resilience (individual and organizational); and details how health centers can operate in a “new normal” to support staff well-being after experiencing acute and prolonged trauma of COVID-19 pandemic and other national and global struggles. 

The STAR² Center is part of the Association of Clinicians for the Underserved (ACU). 


2024 Workforce Symposium – Inclusive Innovation: Putting People First

Oral Health

Screening and Preventive Interventions for Oral Health in Children 5 Years and Older and Adults

The U.S. Preventive Services Task Force published final recommendation statements and evidence summaries on screening and preventive interventions for oral health in children and adolescents ages 5-17 years and adults. These include a summary of comments received at the draft stage and changes made.

Supportive Transition Care for Foster and Former Foster Youth

This webinar will help health centers – and those in the health center network – better understand and address the health and health-related social needs of foster youth as they transition to adulthood. You’ll learn about this group’s health needs and the disparities they face. Speakers will discuss youth identifying as LGBTQIA+, how school-based health centers are critical access points for health care and social services, and promising practices for integrating supportive transition care services that improve health and social outcomes for foster/former foster youth.
